Last month Michigan adopted the standard of "technology competence" illustrated in the ABA's Model Rule Comment  to Rule 1.1. The Michigan amendment will take effect on January 1, 2020. Now there are 37 states that have adopted some version of the notion that to be competent, lawyers must know and understand modern "technology."
