NPR: New report criticizes the control judges exercise over the federal government's system for defending poor people

According to a story in NPR, a new report by the National Association of Criminal Defense Lawyers concludes that judges have too much power over the federal government's system that provides representation to the poor.  It says that judges who are supposed to be neutral arbiters too often put their fingers on the scales.  You can read the report here.  NPR has the story here, or you can click on the play button below to listen to it.
